The key focus area of the course is ‘innovation bureaucracy’ – public sector organizations that support innovation – and its emergence, evolution and managements. The course covers innovation bureaucracy related issues on the system level (how innovation and change-oriented organizations emerge and evolve in public sector), organizational level (how to structure and manage such organizations) and individual level (what types of managers and leaders such organizations need). These topics will be covered based on theoretical literature, comparative analysis of different countries, and through practical examples and exercises.
After successfully passing the subject the student:
- is able to discuss and differentiate between possible ways how the state can support different types of innovations;
- understands various theoretical strands that debate on the role of public sector structure and management practices in supporting innovation;
- knows the main challenges and best practices regarding the design and management of innovation-supporting public sector organizations.
- demonstrates the skills of critical thinking, conceptual analysis and argumentation both in written form and orally.
